E-Government Webinars Held

The Standing Conference of Towns and Municipalities (SCTM) organised four two-day online trainings (webinars) on e-Government for the staff of local self-governments (LSG) on 19 April – 18 May 2021, within Swiss PRO Programme’s intervention in the field of good governance.

The four two-day webinars were attended by 267 (185 female and 82 male) representatives of 70 cities, municipalities and city municipalities; 244 of the participants have thus acquired the right to official training certificates issued by the National Public Administration Academy and SCTM. 

Given major interest in the webinars, SCTM provided LSG representatives unable to attend the training due to limited capacity with the possibility  to register and receive by e-mail the links to the webinar recordings, the lecturers’ presentations and webinar documents and instructions, as well as written replies to all the questions asked by the participants in the four webinars. Over 70 members of staff of 44 LSGs availed themselves of the opportunity to register via the link. The SCTM team will forward them the entire info package once the post-production of the webinars is completed.

The training aimed to improve the use of e-Government by LSG staff, specifically their use of technologies, primarily the Internet, to enhance management and use of public services in service provision. Given the  importance of the topic, the webinars were organised as two-day events. The first day comprised accredited training in compliance with the programme set out in the 2021 Sectoral Advanced Professional Training of LSG Staff Curriculum, which is part of the 2021 General Training Curriculum for LSG  Staff adopted by the Government of the Republic of Serbia.  

The accredited training held on Day 1 focused on the concepts of e-Government in the work of LSG staff and the key terms: e-document, e-identification, trusted services in e-operations, e-applications, e-delivery, open data, et al.  

The non-accredited training on Day 2 was designed and implemented to respond to the identified needs of colleagues in city and municipal administrations. It focused on practical aspects and involved exercises and interactive sessions on: e-ID, data exchange system (e-ZPSE and e-ZUP), e-delivery, establishment of a single management site through the creation of e-services on the eUprava Portal, etc. 

The webinar, which received excellent evaluation results, was held by accredited lecturers – Svetlana Jovanović from the Prime Minister’s Office and Milan Josimov from the National Office for Information Technologies and e-Government.
